Abstract: This publication discusses the issues of participation in the arts and developing audiences. Legal frameworks and policy measures are analyzed as well as statistical overviews of culture in Portugal. This publication also presents the unprecedented survey on educational and formative activities of cultural equipments in Portugal. The results of the survey allow a comprehensive and detailed characterization of the important role that cultural institutions have recently assumed.
