Estatísticas Culturais ou Criativas? Sobre o Difícil Equilíbrio Entre Conceitos, Políticas e Recursos [Cultural and Creative Statistics? On the Difficult Balance between Concepts, Policies and Resources]

Abstract: Work was carried out over the course of ten years with a view to harmonizing cultural statistics in Europe. In 2004, as effective results were awaited, the concept of the creative sector emerged and achieved widespread acceptance. This concept made the economic impact of culture more visible, but it also created new problems for those producing official statistics. This presentation addresses three aspects which will have to be taken into account in the current context: continuing conceptual and methodological work; aligning the agendas for policy and the production of official statistics, and the linkage between objectives to be achieved and resources to be mobilized.

Culture and its Role in Regional Local Development Creativity and Competitiveness

Abstract: This article discusses the development of the main objectives of the European culture agenda as set out in European Commission documents. The author argues that although these documents recognize the "instrumental value of culture" they do not take into account cultural value as such. The article offers some examples of good practices which include that value. These could be of significant use in any broad approach to creativity on the Lisbon Agenda.

Abstract: This article focuses on the objectives and main features of the CampUrbis project, which is the outcome of close collaboration between the Minho University (Universidade do Minho) and the Guimarães city council. CampUrbis is an urban redevelopment plan with architectural, educational and scientific elements. The CampUrbis project’s sponsors see the cultural aspects of the project as an element of attraction in integrating the university with the historic town centre.

He draws attention to certain domains which are not included in cultural industries, and explores issues relating to what he calls 'cultural expression'.

Arte, Escola e Território no Rural Profundo: o CENTA em Avaliação [Art, School and Territory in the Deep Rural Environment: an Assessment of CENTA]

Abstract: This article provides an assessment of the Continuing Artistic Training Project (Projecto de Formação Artística Contínua - PFAC), an educational initiative sponsored by the Centre for the Study of New Artistic Trends - CENTA (Centro de Estudos de Novas Tendências Artísticas), in Vila Velha de Ródão, in the Castelo Branco district. Amongst other procedures, the methodology used in this assessment includes identifying impulses behind the project, the use of structured interviews with various actors, and a survey. One of the conclusions of this study is that there is a need for true networking functionality, which involves more effective participation by local actors.

Abstract: This article identifies a number of platforms which have contributed to the emergence of an increasing number of artistic events which do not fall into one single artistic genre. In this digression into the art scene, from the 1960s to the present day, the author provides an archaeology of hybridism as currently found in the (performing) arts, focusing on the actors and identifying ‘obvious’ platforms, of a more institutional nature, as well as ‘hidden’ and less predictable platforms.

Abstract: This article addresses ‘community action cultural projects’ as one of the possible ways of democratizing and creating audiences for culture. By examining programmes and projects of this nature - both public and private - it seeks to provide a systematic overview of the different configurations of cultural and artistic activity developed at the community level. It concludes with a case study: the artistic residency of the Teatro O Bando in the Algarve village of Querença as part of the Faro 2005 - National Capital of Culture event.
