Title

Politiques culturelles territoriales: dernier inventaire avant décentralisation? [Local cultural policies: last breakdown before decentralisation?]

Abstract: This article offers an overview of the current dynamics of French cultural policies (at the level of the communes, departments and regions). Co-operation in the sector is considered from two distinct viewpoints: contractual relationships between the State and territorial collective bodies ; and forms of co-operation among the latter bodies. The role of the DRAC (Directions Régionales des Affaires Culturelles) is analysed in terms of cultural planning of the territory and a list is drawn up of operating constraints together with a breakdown of the different scenarios facing cultural inter-communal relations. Analysis is made of their complexity and tensions in the framework of the distribution of powers across the various types of public authority that nurture growth in terms of the number of agents, jobs and economic activities.

Title

A formação para as artes: um encontro vertiginoso entre o artista e o seu público [Promotion of arts awareness: a dizzy meeting between the artist and his audience (interview with Madalena Victorino)]

Abstract: Following on from the interview section of previous issues of OBS, this edition’s guest is Madalena Victorino, current co-ordinator of the Centro de Pedagogia e Animação (CPA) of the Centro Cultural de Belém. Different questions are raised including innovative training in the dance sector and the influence of this approach on Madalena Victorino’s own career and professional experiences, above all in terms of her outlook on the relationship between the public and the arts. Her work in the CPA, in particular the "Percursos" (Pathways) project, is an example of a mode of cultural intervention that highlights the principles of cultural decentralisation and democratisation ; the articulation between local agents and artists; the meshing of different artistic experiences and the promotion of arts awareness initiatives by means of cultural participation.

Title

Da "experiência" ao "vício": a construção de um projecto de marcação corporal [From "experience" to "addiction": the construction of a body making project]

Abstract: Initially launched on an experimental basis, the use of body markings becomes in more "radical" cases, so extensive, regular and planned that it takes the form of a genuine body project, constructed with a future perspective and open scenario contours, although subject to certain constraints and limits. When assuming such amplitude, body markings tend to function as the aesthetic expression of a wider personal project, simultaneously expressing personal identity and lifestyle, guided by the value of difference. This article provides a brief overview of the trajectory underlying the construction of this type of body project.

Os leitores das bibliotecas da Fundação Gulbenkian (contributo para um retrato caleidoscópico) [Readers of Gulbenkian Foundation libraries (notes for a kaleidoscopic portrait)]

Abstract: This article analyses the readership profile of the itinerant and fixed libraries of the Gulbenkian Foundation, in the first 30 years of its public reading "network" (1957-1987). The preferences of the different categories of readers (age, sex and socio-professional groups) are considered in terms of preferred authors, titles and subject-matters. Analysis is also made of the correspondence between the reading guidelines of the foundation and its bibliographical selection policy. A plural interpretation is proposed of the impact on readers of the strong predominance of a certain type of reading (i.e. of fiction literature).

Abstract: On the basis of a field diary drawn up while researching amateur pop bands, the present text considers amateur music from the perspective of its expressive configuration and organisational modalities. Special focus is placed on aspects related to the intensification of youth sociability contents and the formation of co-operative networks of musical creativity.

Title

Folclorização, um fenómeno da modernidade - em vias de extinção ou de reconfiguração?

[Folklorization, a modernity phenomenon - on the point of extinction or reconfiguration?]

Abstract: Comments on the creation of folklore drawn from the book, "Vozes do Povo - A Folclorização em Portugal", organised by Salwa El-Shawan Castelo-Branco and Jorge Freitas Branco. An overview is provided of questions linked to the emergence of folklore creation as a form of appropriation of traditional popular culture and respective reconfigurations that have taken place until the present day. Two distinct periods are identified in this process: institutionalisation during the Estado Novo regime and reconstruction from the last quarter of the twentieth century. Given the permanence of this phenomenon, several aspects of change are identified as presenting new modes of folklore creation in the framework of the cultural industries.

Title

Creative Europe. On governance and management of artistic creativity in Europe

Abstract: This article presents the Creative Europe project, organised in ERICarts between 1999 and 2002, which included 13 case studies distributed across various regions of Europe. Economic and political transformations at the end of the XX century and early XXI century and their respective impact on artistic creativity and cultural innovation are accompanied by new challenges for traditional cultural policies, thus requiring a new paradigm of "creativity governance". The panorama is completed with a general overview of results and a series of recommendations to be taken into consideration in the framework of the «new European cultural space» that is presently emerging.
